Before the promulgation
of Gilgit Baltistan (Empowerment and Self Governance)
order 2009 the responsibility to conduct general elections
rests with the Home Department , a subordinate office
of the Home Department looked after the election affairs.
Elections for Gilgit-Baltistan
Legislative Assembly (GBLA) were conducted under the
Gilgit-Baltistan (Empowerment & Self Governance)
Order, 2009 and GBLA Elections Order, 1975 (amended
up to 2009) on manually prepared Electoral Rolls.
714000 voters were registered
in general elections 2009, valid votes polled 328103,
and turn out was 46%.
Election on 6 Women
Reserved Seats and 3 Technocrats were conducted on the
basis of proportional representation system of political
parties.
Election on 6 members
of Gilgit-Baltistan Council (GBC) were conducted by
the system of proportional representation by means of
single transferable vote.
Election of Local Bodies
in 2009 couldn't conducted on the directives of Federal
Government.
In the wake of introduction
of governance order 2009, which was amid at introducing
for reaching administrative political suicidal and economic
reforms in the region, Election Commission Gilgit Baltistan
was established as a sepacial and constitutional body
to conduct free fair and transparent election in Gilgit
Battistan.
In November 2009 when
Election Commission Gilgit Baltistan entered into its
second month after its inception, it was entrusted with
the herculean task of holding general Election in Gilgit
Baltistan. This nascent institution accomplished the
daunting and uphill task with utmost professionalism
which earned it region-wide acclaim.
Election to all the
24 Constituencies of Gilgit Baltistan were held on 12th
November 2009 on adult franchise basis.
